Sheila joined the IFs team in October of 2007. She is specifically working on developing an understanding of the role of infrastructure on development globally. The work with infrastructure is specifically orientated towards a fourth volume to be produced by the IFs team in the coming years. The first volume regards Development, the second Education, the third Health and Dr. Hughes believes that the fourth may end up focusing on the role of infrastructure.
